1.                     Magaca dawladda: dawladda federaalka ah ee kumeel gaarka soomaaliya (DFMS).

2.                     Xilliga ku meel gaarka ah ee dawlada waa mudo shan sano ah.

3.                     Laga bilaabo maalinta dowladda la dhaariyo waxay ku magcaabaysaa mudo sagaashan cisho ah gudahood ah guddiga dhamaystirka dawlad gobaleedyada iyo xuduudahooda isla markaana waxaa ansixinaya golaha baarlamaanka.

4.                     Dawladu waa inay mudo laba sano iyo lix bilood ah ay uga hirgelisaa nidaamaka federaalka wadanka oo dhan

5.                     Dawladu haddii ay mudadaas labada sano iy;o lixda bilood ah ay wadan koo idil kaga hirgelin waydo nidaamka federaalka ah waxay waayi doontaa codka kalsoonida, wayna dhacaysaa dawladda taas ka danbaysana mudo hal sano ayay ku dhamaystiri doontaa nidaamka federaalka

                         The peace trees meeting :

 1.      The Somali Reconciliation conference should include all concerned parties in order for the outcome/ result to be acceptable to all Somalis and it is paramount important that the IGAD frontline states should work together with a united vision and coordination in achieving success towards the Somali peace & reconciliation conference.

2.     To correct the main problems hindering the process of the Somali national reconciliation conference, being the modality of allocated delegates of the conference and the methodology of the selection of the delegates in phase 11, the official legitimate invited delegates from Somalia were ignored and substituted with delegates who were not entitled and not having confidence by their community. These hindrances are the factors that brought failure of the former conferences. The participants suggest that these problems should be taken into a great consideration.

3.     The participants propose to IGAD technical committee to give consideration to the traditional elders and political organization who are presents, and have confidence form their community be given legitimacy during their stay in the conference and simultaneously, there should e invited in order the conference to be an all inclusive one.

4.      The Participants propose that signatories of the Somali Elders committee their task at the end of phase II of this conference.

5.     Since the cease fire hostilities  and secessions of the agreement signed in requested to take appropriate measure against those faction leaders who did not keep the ceasefire hostiles agreements.

6.     To mobilized and urge individuals ( faction leaders, businessmen) who are armed inside the country and in order to get confidence from the people, they should sign agreement of exchanging their weapons with money when a national government is established and it is important to get international forces who will agree to inspect, monitor and control the implementation of the agreement.

7.     To restore back confidence of the Somali people , the international community must take an action against those countries who always break the sanction/embargo of arms of UN resolution no. 733(1992).

8.     In Phase II of the conference, the delegates should appointed among the traditional eiders, politicians , intellectuals, women and youth group.

9.     the IGAD Technical committee should consider the proposals, suggested and recommendation issued by the Somali Arbitration Committee since they were they were appointed for this purpose.

10. The Motto Of the Somali National Reconciliation Conference  should be ?We want both rights and solution? and this should be demonstrated and applied during power sharing in Phase III of the conference.

 

11. Before the establishment of Somali government, a real Somali reconciliation should be implement work in this connection the essential key is the traditional elders who have reputation in the country and experience in reconciling Somali clans and Somali traditional  laws.

12. The Somali National Peace and Reconciliation Conference should have Somali Observers of 150 members composed of intellectuals, politicians religious men, traditional elders, women, businessmen, and youth group etc.

13. the participants who are official invited and have taken part in phase I of this conference should not be compelled to retune back to Somali before the conference ends, if they are forced it will bring a total collapse of the conference.

14. The Participants of Peace Tree are strongly worried about the impossibility of minority-361 delegates approving majority-450 members of parliament as it is evident in the draft charter, which is again the international rules and parliamentary structure regulations.

Somali national youth League (SNYL)  is an umbrella for local and Diaspora Somali Youth Organizations, for representing, networking and informative role in national level, free from tribal/clan criteria. They stand a country where the history makers are the youth. We really insisted remaining patience after having faced rapid confusion by an organized intervention to our long planned and good standing decoration to celebrate the National Youth Day 15th May, the 60th Anniversary.

We are passing a statement of apology to our all invited distinguished guests.

 

It was unfortunate the 30 minutes before starting time, the civil society chairman intervened and overruled not to mark the day, with out early involvement and proposing alternative but stopped the efforts of young ones. We are disappointed and never expected such an action from the respective chairman.  In this case we are in mourning.

 

It is clear the Somali youth are neither invited nor participating In the Kenya led peace talks, leave alone their representation in the civil society.

 

We are strongly criticizing the destructive and abusive action from and individuals and we there fore urge the IGAD Technical Committee to make progressive decisions concerning the Somali Youth and their role in the Peace talks.

 PHASE TWO PLENARY

 RULES OF PROCEDURE

 Rule 1 : Participants

Participants to the Phase two plenary will include:

The Transitional National Government (TNG), The Somali Restoration and Reconciliation Council (SRRC), The Somali Restoration and Reconciliation Council (SRRC-Nakuru), Puntland State of Somalia, Jowhar Administration, SAMO-SRRC Nakuru, Rahaweyn Resistance Army (RRA), Juba Valley Alliance, Somali National Front, United Somali Congress, USC-SSA, The Civil Society Organziations (CSO?s).

 Rule 2 :Role of the IGAD Technical Committee

The chairman shall:

1.                  Guide and mediate

2.                  Open and close the sessions of the plenary

3.                  Support discussion and debate during the plenary

4.                  Ensure that the rules of procedure are followed

5.                  Accord the right to speak

6.                  Announce the decisions of the sessions

 

 

Rule 3 :Session?s Organization of Work:

Monday to Thursday            -            8.30 am ? 1.00 pm

-                     2.15 pm ? 5.00 pm

Fridays                                   -            8.30 am ? 12.00 pm

Saturdays                               -            8.30 am ? 2.00 pm

 

 

Rule 4 :Structure

i.                    Plenary

ii.                  Sub-committees (when necessary)

 

 Rule 5 :Plenary

i.                    The plenary shall include official delegates and observers.

ii.                  The observers will include: members of the IGAD Partners Forum (IPF); The21 EU sponsored women; and the TNG MPs.

iii.                Observers will not participate in the discussions.

iv.                 The plenary shall adopt the final decisions of the conference by consensus.

 

Rule 6 :Presentation of Reports

i.                    The chairpersons, vice chairpersons and the secretaries of the six reconciliation committees shall present the reports of their committees before the plenary.

ii.                  The chairman of the IGAD technical committee or any other designated official of the technical committee will then invite delegates to discuss the reports.

iii.                The time allocated to the presentation of the reports shall be 30 minutes while interventions by delegates will be 5 minutes each.

iv.                 Debates once closed shall not be reopened.

 

Rule 7 :Secretariat

i.                    Be responsible for making the necessary arrangements for the meetings of the plenary sessions.

ii.                  Prepare summary records of the sessions.

iii.                Be responsible for all reports, resolutions, recommendations and other documents of the plenary sessions.

 

Rule 8:Languages

i.                    The official languages of the plenary sessions shall be English and Somali.

ii.                  Speeches at the plenary shall be make in one of the official languages.

iii.                All supporting documents to agenda items of the plenary sessions shall be issued in English and where necessary in Somali.

 

Rule 9 :Publicity

The chairman of the technical committee or his official representative shall be the only ones to communicate to the media on the progress of the process.

 

Rule 10 :Quorum

The quorum for the sessions of the plenary shall be constituted by a two-thirds majority.

 

Rule 11

Amendment

The rules of procedure for phase two plenary may be amended by the plenary by consensus.
